When creating or registering an account to PayPal you can create 3 different kinds of account. One for Personal, then for Premier and one for business. But you need to have separate e-mail address to register for each service you prefer to use.
For beginners I personally recommend to use Personal account. If you prefer to use business its fine but don't expect to receive full amount from paypal. It is because business account deduct 2.9% of your earnings and 0.30 for using their services.
Before, I'm using my PayPal Business Account to receive payments, but now I'm using my PayPal Personal Account.
